Governor Healey’s Executive Order: A Win for Workers, Taxpayers, and Communities

Governor Maura Healey is taking a big step to ensure that public construction projects in Massachusetts are completed safely, on time, and within budget. Yesterday morning, at the Massachusetts Building Trades Unions (MBTU) Convention in Springfield, she signed an Executive Order focused on improving working conditions and delivering quality projects across the state.

What This Means for Public Construction

The Executive Order applies to state-funded construction projects with budgets over $35 million. It requires project administrators to consider Project Labor Agreements (PLAs)—proven tools that help keep costs down and projects on schedule. PLAs set clear standards for wages, benefits, and workplace safety, ensuring fair treatment for all workers.

The state will determine whether a PLA is in the project’s best interest based on factors like complexity, timeline, and workforce needs. This approach promotes efficiency while creating good-paying jobs for local workers.
